Lewis Holtby got the scoring underway after 12 minutes with a well-guided header from Harry Kane’s cross.
The hosts pulled level in the 34th minute after Michael Dawson fouled Chad Marshall inside the box and Gonzalo Pineda stepped up with a Panenka-style penalty to beat Brad Friedel.
Sounders pulled ahead four minutes after the break following a sublime long-range strike from Osvaldo Alonso, although Roberto Soldado was quick to level the score with a penalty after the Spaniard was brought down by Marshall.
The hosts took the lead once again as Tristan Bowen netted from close range with 11 minutes remaining but Tottenham were awarded their second penalty of the match following DeAndre Yedlin’s handball and Iago Falque was on hand to secure a draw for Mauricio Pochettino’s side.
Tottenham take on Toronto FC in their next fixture on July 23 before facing Chicago Fire on July 26.
