Germany won their fourth World Cup on Sunday, ending a tournament that featured a record 171 goals and was described by some - including voters in a BBC Sport poll - as the best ever.
"We were calculating using all the computers and Facebooks, and then out of 10 we came 9.25," said Blatter.
The results of a BBC Sport poll on the best World Cup ever Blatter marked the 2010 World Cup in South Africa as nine out of 10.
"Brazil has improved since South Africa," added the 78-year-old.
With pre-tournament fears surrounding security, transport and stadiums proving largely unfounded, the drama of 20th World Cup came on the pitch.
A 5-1 thrashing of holders Spain by the Netherlands set the tone, with underdogs Costa Rica, Algeria and Columbia all impressing in the knockout stages.
The eventual champions humbled hosts Brazil 7-1. in the semi-finals, before a 1-0 extra-time victory over Argentina saw them take the title.
There was controversy too, with Uruguay striker Luis Suarez banned for four months after biting Italy defender Giorgio Chiellini
Blatter said the punishment was out of his hands and hopes Suarez, who is set to join Barcelona from Liverpool for £75m, is back to his best soon.
"As a footballer, such a punishment hurts," said Blatter at his final news conference in Rio. "But as Fifa president I have to accept the decisions that are taken by our independent committees.

"I do hope he will be back, He is now in one of the greatest clubs in the world."
Blatter brushed off the fact he was booed at several grounds, saying, "if you are in this business you have to live with that" but he reacted angrily when one female reporter put it to him that Fifa is corrupt.
"Listen lady," he said. "When you speak about corruption then you have to present evidence."
Fifa general secretary Jerome Valcke, meanwhile, said the World Cup in Brazil was "truly unique" and called on the hosts of future tournaments to take inspiration from the past month.
Russia will host the competition in four years' time, while the controversial Qatar World Cup is scheduled for 2022.
"The World Cup is above everything. It's a machine you cannot stop," Valcke told the BBC. "When you take the responsibility - as per your wish - to organise a World Cup, you have to understand that you have to be the best and you have to deliver the most important event.
"The people from Russia and Qatar who have been in Brazil, they have learned a lot and they know what the challenge is.
"I'm sure the next two World Cups will be as beautiful as this one - different, but as beautiful as the one here in Brazil."
